Oyam ARDC pledges to mobilise locals for PDM, others

OYAM, May 6, 2024 – The newly appointed Assistant Resident District Commissioner [ ARDC ] for Oyam district, Patrick Ocen Ebong has pledged to mobilise the people in the district to embrace the Parish Development Model[ PDM ],  and other programmes like Emyooga.

The PDM is a government initiative established in February 2022, with the aim to move 3.5 million households from the subsistence economy to the money economy through commercial agriculture, targeting enterprises such as coffee, dairy farming, piggery, poultry keeping, fruits, and grains among others, with the parish being the epicentre of all the programme’s activities.

On the other hand, the Emyooga programme aims to facilitate the socio-economic transformation of households from subsistence to the money economy and market-oriented production at the constituency level, which should contribute to job creation.

Onen said other government programmes to focus on are Uganda Women’s Entrepreneurship Programme [UWEP] and Social Assistant Grant for Empowerment [SAGE] among others such the Youth Livelihood Programme [YLP].

In a brief interaction with some youth at Pacific Hotel on Sunday in Lira City, the ARDC highlighted key areas of his concentration in the course of his duty as mobilisation of masses, fight against corruption and promotion of patriotism.

Onen, a former Oyam District Youth Councillor was among over 300 ARDCs recruited last month and assigned roles to fight corruption, promote patriotism and head mobilisation for the government programmes.

He has been working with the Office of the NRM National Chairman as the Bazzukulu [Grandchildren] Coordinator for Lango Sub- region. Bazzukulu is term used by President Museveni to refer to young people in Uganda, especially the youth.

He said as an NRM cadre, he will ensure that government programmes initiated geared towards eradicating poverty succeed.
“I have welcomed my appointment and I am ready to serve in the best interest of the Appointing Authority [President Museveni] and the people of Uganda,” he said.

Thomas Ongom, also an NRM cadre, said President Museveni has done a great job for the country, adding that he should continue serving for more development to be achieved. Museveni is expected to contest in the 2026 presidential election.

Proscovia Ayoo Otyek, the ARDC for Lira district appreciated Museveni for the assignment, saying she was ready to serve diligently and help government to weed out corruption.
