Museveni assures people of livestock compensation

LIRA– The government is committed to compensating claimants who lost their cattle during the insecurity in north and eastern Uganda, President Yoweri Museveni has said.

Museveni said the compensation has since delayed due to disparity in the verification of names of the beneficiaries but soon it will be completed and effected.

The government earmarked Sh150 billion to compensate about 90,000 people in Lango, Teso and Acholi sub regions whose livestock were looted by Karimojong cattle rustlers and others eaten by the National Resistance Army.

Museveni days ago dismissed the opposition’s claim that the compensation money has been diverted to bankroll the campaign of Andrew Ojok Oulanyah, the National Resistance Movement (NRM) candidate for Omoro County Parliamentary by-election, which ends today as voters make their choices.

“It is not true, the government will soon kick start the compensation as soon as the verification process is completed,” Museveni said.

Museveni launched the compensation payments of livestock in Soroti University two months ago claiming that the animals were stolen during Milton Obote`s regime.

“He who leaves the bed last must arrange it. So the NRM has to arrange all these beds because it is the last. The others who were in the bed left, so NRM has to settle these cases,” Museveni was quoted during the launch.

The claimants in the three sub regions are estimated to be 99,000 and according to the government the compensation will be effected in phase manner.

Recently, while meeting leaders from the Lango sub region at Alidi Primary School in Oyam district,  Museveni discouraged the use of Tax Identification Number [TIN] as a requirement for one to access compensation.

“Why should they demand for TIN. It should be stopped and instead use national identification card,” he warned.

But the warning sounded un-usefull others, a section of claimants said the directed was not implemented and instead the verification are still demanding TIN as one of the requirements.

Bob Okodi, a claimant, said their attempt to convince the officers handling verification hit a snag because they are still demanding for TIN.
