DINU programme to close next year

The Development Initiative for Northern Uganda [ DINU ], a Euro 150 million programme funded by the European Union [EU] to support interventions in food security, infrastructures and good governance will close next year.

According to the national programme coordinator of DINU programme in the Office of the Prime Minister [OPM], Pamela Kabahesi, the programme launched in 2017, has made successful contributions in Lango, Acholi, West Nile, Karamoja and Teso sub regions.

Briefing local leaders in the Lango Sub-region recently in Lira City, Kabahesi commended the EU, saying many successes had been realised.

“This programme [DINU] started in 2017 and is ending in 2023 but I want to say it has moved us far,” she added.

Kabahesi said the programme has improved interventions in key areas such as food security, nutrition, livelihoods, transport, logistics, water, energy and good governance.

The Lira district speaker, Moris Adem Okello urged the EU to consider extending the programme, saying there is still more gaps in lower local government leadership.

He said several local government leaders especially councilors need to improve their capacity to debate development issues in the council.

The EU delegation, DINU Focal Point person, Celihe Lhoste, said they will not have a follow-up programme like DINU but there will be many programmes for business development, protection of environment and forestry in the different parts of northern Uganda.

She said the EU will conduct an evaluation covering all partners and different projects that have been implemented under the programme.

“We shall go to all the 41 districts supported by the DINU programme in the five sub regions and we shall be looking at value for money and its economic impact,” she said.

The general objective of the DINU programme is to consolidate stability in Northern Uganda, eradicate poverty and under-nutrition and strengthen the foundations for sustainable and inclusive socio-economic development.
