Uganda to host 10th High-Level Economic Growth Forum

The forum, organised by the Ministry of Finance, Planning and Economic Development [MoFPED] in collaboration with the International Growth Centre [IGC], will be held under the theme, “Realising Uganda’s Tenfold Growth Strategy in a Rapidly Changing Global Economy.”

KAMPALA, August 25, 2026 — Uganda will host the 10th High-Level Economic Growth Forum from August 27-28, 2026 at Sheraton Hotel Kampala, bringing together senior government officials, researchers, development partners, academics and private-sector leaders to discuss strategies for accelerating the country’s economic growth.

The forum, organised by the Ministry of Finance, Planning and Economic Development [MoFPED] in collaboration with the International Growth Centre [IGC], will be held under the theme, Realising Uganda’s Tenfold Growth Strategy in a Rapidly Changing Global Economy.”

The two-day meeting will focus on evidence-based policy options to accelerate Uganda’s Tenfold Growth Strategy, with discussions centred on global trends, industrial policy, export growth, investment financing, rural-urban productivity and private-sector leadership.

The forum will be officiated by Henry Musasizi, Minister of Finance, Planning and Economic Development, while Prof. Chris Woodruff, Professor of Development Economics at the University of Oxford, will deliver the keynote address.

Woodruff is an expert in enterprise development in developing countries, with research interests including firm growth, access to finance, business formalisation and employment.

Ramathan Ggoobi, Permanent Secretary and Secretary to the Treasury [PSST] will also speak at the event.

According to the organisers, the forum is expected to generate proposals and policy recommendations that will inform Uganda’s national budget priorities and guide the country’s economic growth strategy for the 2027/28 financial year and the medium term.

The event will be broadcast live on television and through MoFPED’s communication platforms, while physical attendance will be by invitation only.

About Uganda’s Tenfold Growth Strategy

According to the Finance ministry, the strategy is the government’s long-term economic plan to transform Uganda into a much larger, more productive and competitive economy by 2040. Government’s central ambition is to increase Uganda’s GDP from about US$ 50 billion in 2023 to US$ 500bln by 2040—hence the name “Tenfold.”

The strategy, according to government, seeks to achieve this through sustained double-digit economic growth, rather than the more gradual growth rates Uganda has experienced in recent years.

The government has identified four major areas expected to drive the transformation, commonly referred to as ATMS:

A – Agro-industrialisation
Increasing agricultural productivity, processing agricultural products and developing value chains. The idea is that Uganda should earn much more from its agricultural products rather than exporting raw produce.

T – Tourism
Expanding tourism beyond traditional attractions and developing higher-value tourism experiences to increase foreign-exchange earnings.

M – Mineral development, including oil and gas
Developing Uganda’s mineral resources and oil and gas sector while using the revenues to support broader economic transformation rather than creating dependence on oil.

S – Science, Technology and Innovation [STI]
Using technology, ICT, innovation and the creative industries to raise productivity and create entirely new economic opportunities.

For ordinary Ugandans, the strategy is supposed to translate into more jobs, higher household incomes, greater opportunities for businesses and farmers, better infrastructure and a shift from subsistence to commercial economic activity.

The Finance ministry says government’s 2026/27 budget framework, targets an average of about 884,962 new jobs annually during NDP IV and seeks to increase the revenue-to-GDP ratio toward 20 percent.
