Shs 7.8bln PDM cash disbursed to beneficiaries in Amolatar

AMOLATAR, October 15, 2025 — Officials in Amolatar district have so far disbursed Shs 7.8 billion of the Shs 8.5 billion allocated to the district under the Parish Development Model [PDM] for the 2024/2025 financial year.
The update was delivered by the District Commercial Officer, Bosco Otyang, while presenting a PDM report to stakeholders during a meeting held recently at the district headquarters.
According to Otyang, Amolatar district has achieved a 92 percent disbursement rate, with only Shs 605 million still held in PDM SACCO accounts. Each beneficiary of the programme receives a soft loan Shs 1 million for investment in the agricultural value chain.
He revealed that some of the PDM SACCOs that are yet to fully disburse funds—each with balances above Shs 50 million—include Kabangala, Odyak, Muntu, Otike, Agweng, Akuriluba, and Acanoryema among others.
“Our disbursement rate stands at 92 percent but I would like to assure you that by the end of this month, the remaining funds will be released to beneficiaries after addressing challenges that had delayed the process,” he told this reporter in an interview on Tuesday.
Despite the progress, Otyang noted that the programme is still grappling with challenges such as payment system glitches, failure to adhere to program guidelines, poor financial management by beneficiaries, extortion of beneficiaries and lack of operational funds among others.
Speaking at the same meeting, Amolatar Assistant Resident District Commissioner, Sarah Tyang, expressed concern over cases of syndicated corruption among Sacco leaders, which she said had denied some people access to the funds.
“Because of syndicate corruption, where some SACCO leaders connive with beneficiaries to solicit PDM funds. I recommend that long-serving SACCO leaders be replaced,” she said.
The Deputy District Internal Security Officer Odongo Geoffrey Elly added that they will continue to deploy Gombola Internal Security Officers [GISOs] to monitor the SACCOs and curb irregularities.
Meanwhile, the Deputy Chief Administrative Officer, Geoffrey Viciri, pledged the district’s commitment to ensuring that all funds are fully disbursed before October 25, enabling beneficiaries to invest in their selected enterprises such as coffee, piggery, poultry keeping, dairy, beekeeping, and bananas, among several others.
