Oyam disburses Shs 15bln to PDM beneficiaries

OYAM, October 14, 2025 – Oyam District has emerged as a frontrunner in the implementation of the Parish Development Model [PDM], ranking first in Northern Uganda and fourth nationally, according to Bosco Onyik Ogwal, the district’s Chairperson of the National Resistance Movement [NRM].
Speaking during President Yoweri Museveni’s recent campaign rally in the district, Onyik revealed that Shs 15.26 billion had been disbursed to 15,326 beneficiaries across the district.
“So far, over Shs 15 billion has been disbursed to 15,326 households across 74 parishes. Out of 110,658 households in the district, 56,340 were previously in the subsistence economy, and PDM is beginning to transform that,” Onyik stated.
He expressed his gratitude to Museveni for introducing the PDM initiative, crediting it with improving livelihoods and driving economic transformation in the district.
Museveni recently concluded a series of campaign rallies across the Lango sub-region, visiting the districts of Amolatar, Dokolo, Alebtong, Otuke, Kwania, Apac, and Oyam.
However, despite the reported progress, several beneficiaries have voiced concerns about corruption within the fund disbursement process.
Richard Odyang, a resident of Acaba, confirmed he had received the PDM funds, which he is investing in a piggery project. However, he criticised the payment process as being plagued by corruption.
“The programme is good, but there is a lot of corruption, especially among those who authorise the payments,” Odyang said. “Out of the Shs 1 million I was supposed to receive, I only got Shs 800,000. The rest went as kickbacks.”
James Opinya, a resident of Kamdini Sub-county, praised PDM as the first wealth-creation programme that directly benefits ordinary people. He also welcomed President Museveni’s commitment to increasing funding to extend the programme’s reach.
In a related development, Bismarck Olang, the NRM District Administrator, called on the President to fulfil his recent pledge to grant district status to Aber Sub-county in Oyam.
He argued that such an administrative upgrade would enhance service delivery and ensure that government initiatives like PDM are more accessible to grassroots communities.
“By carving out Aber as a district, the government can serve the population better, and PDM funds will be more accessible to the grassroots,” Olang said.
The Parish Development Model, a flagship initiative of the Ugandan government, aims to transition 3.5 million households from subsistence farming to market-oriented production through direct financial support and community-driven development.
