TORORO, August 16, 2026 — Tororo Municipal Council is set to digitalise the collection of street parking fees in a move aimed at minimising revenue leakages.
The initiative is being pioneered by Kaparking, a digital company that has developed an online system with features designed to manage the collection of street parking fees.
Under the arrangement, the company will deploy field officers on different streets in Tororo town and equip them with gadgets to monitor vehicles entering and leaving designated parking areas.
The system will instantly generate a receipt indicating the amount payable by vehicle owners, based on a fee approved by the municipal council.
Speaking during an entry meeting at the Mayor’s Parlour, Brian Otim, a senior officer attached to Kaparking, said the system had been developed to address challenges associated with street parking, including deliberate tax evasion, gross revenue leakages, under-declaration of revenue, data loss and ticket forgery.
Tororo Municipality will allow the company to pilot the system for one month, after which further engagements will be held to determine the future of its operations in the municipality.
The Tororo Municipal Council Town Clerk, Alikwan Ayub Kisubi, said he had received positive feedback from other accounting officers across the country who had already adopted the system.
Kisubi said the system would help the municipality enhance revenue mobilisation, particularly from parking, where the council has been collecting a disappointing Shs 6 million annually.
Christine Asinde, the councillor representing Persons with Disabilities [PWDs] on Tororo Municipal Council, said the municipality had been struggling with revenue mobilisation from street parking, adding that the digital system would provide much-needed relief.
The Tororo Municipal Mayor, Benard Ochieng, called on councillors, technical officers and residents to collectively own the initiative to ensure its success.
He reassured residents that increased revenue collection from various revenue sources would help improve service delivery, particularly in areas such as security lighting, roads, healthcare and general development.
