MASINDI– Forty-six Parish Development Model [PDM] SACCOs have received their certificates of registration from the Ministry of Trade Industry and Cooperatives [MTIC].
The certificates were received by the SACCO leaders and the Parish Chiefs on Friday during the process guided by Moses Kalyegira the district commercial officer.
“It’s a requirement for every SACCO to have a certificate of registration to confirm that it’s legally recognised,” said Kalyegira,” adding that SACCOs can use the certificates to get services from government and development partners.
He added that 46 SACCOs were formed in the entire Masindi district to benefit from PDM, adding that everything has been done and the money has been disbursed to the SACCO accounts.
He however said that the SACCO managers will not be able to access the money until a guideline is sent from the line authorities.
On Thursday, Grace Mary Mugasa the state minister for public service rolled out the program in Masindi during a stakeholders’ meeting for the political leaders and the technocrats which was held at Country- in- Hotel.
Speaking during the meeting, Cosmas Byaruhanga, the Masindi district LCV chairperson said that everything was set to facilitate the implementation of PDM.
“Masindi district is ready for the implementation of PDM and compliant to everything required for the proper running of the program,” said Byaruhanga.
Byaruhanga further appreciated the president for the good approach he used to implement the program.
“We are happy that this programme [PDM]has been taken to the local person. We have had many programmes but haven’t been successful. However, I am optimistic that the way this [PDM] is being implemented, will succeed,” he said.
Mugasa was impressed by Masindi PDM implementing team for being first and also for preparing the beneficiaries.
She added that ministers have been sent to different districts by president Museveni to come on ground and talk to the implementers on how to go about the programme.
Mugasa noted that at first disbursement to the parishes was Shs 17 million, adding that at the beginning of the next financial year, each parish will receive Shs 50mln. She said the money would go on increasing where each of the targeted households will get Shs 1mln.
According to Fred Ssebuguzi, the Masindi district veterinary officer who is also the PDM focal person by June 15, 2022, 46 SACCOs had been formed.
“By Monday next week all the SACCOs will be having their money on the accounts,” said Ssebuguzi.
He added that in this financial year Masindi was supposed to receive Shs 799mln but only Shs 499mln was received.
He also explained that all the parish chiefs in the new administrative units have been recruited to facilitate the implementation of PDM.
Kabakumba Labwoni Matsiko, the chairperson of NRM Masindi urged the program implementers to ensure that cultural and religious leaders are involved in the implementation of the programme because they have big numbers of followers.
She also called upon the leaders to find where they fit to benefit from the programme.
She also warned the leaders in the district to avoid politicising the programme and also desist from politicking.
According to James Mugisa the Community Development Officer Masindi municipality, all the 11 SACCOs which were formed have already got the money in their accounts.
