Kwania LCs receive bicycles after 10 years of waiting

KWANIA-Local Council I and II chairpersons in Kwania district have finally received their bicycles from the government after 10 years of waiting.

In 2011, the government allocated Shs 11 billion for the procurement of bicycles for 70,000 village and parish chairpersons countrywide to ease their transport as they mobilise citizens for government programmes.

However, the procurement of bicycles would later be suspended following allegations of corruption by some government officials. However, mid-last week, the lower council leaders in Kwania district were excited as they got their bicycles.

For Kwania district, the bicycles were distributed to the 447 village chairpersons and 49 parish chairpersons by Kwania deputy chief administrative officer Opollot Bernard Apollo. Opollot advised the beneficiaries to use the bicycles to rally residents for government programmes to enhance service delivery.

“Government had promised these bicycles sometimes back, you should have gotten these bicycles 10 years ago but some people ate the bicycles and they are now in Luzira. These bicycles are to monitor government programmes, so use them for the intended purpose,” he said.

LCs who spoke to this reporter expressed excitement saying the bicycles will ease their work.

Stephen Otim Puli, Abapiri LCII Chairperson in Chawente Sub-county said, “I am very happy today to receive the bicycle from the government under the leadership of His Excellency Yoweri Kaguta Museveni to simplify our work.”

“I have worked for over 25 years without any proper transport means. I am glad I have received the bicycle at the right time. This bicycle will help me monitor government programmes, mainly the PDM,” Jimmy Uhuru, Aduku township cell LCI Chairman told this reporter in a brief interview.

Kwania district LCV chairman Geoffrey Ogwal asked the leaders to be vigilant in keeping the bicycles.

“Even as we are giving out the bicycles some people have already gotten markets for them. Kindly use these bicycles to mobilise our people to open up feeder roads, monitor government programmes, and mobilise people to embrace government programmes of fighting poverty,” he said.

Similarly, Kwania resident district commissioner Arikwanga Richard Noon tasked the village and parish chairpersons to use the bicycles to monitor gov’t programmes, warning them against misusing the bicycles.

“As LCs you have a big role to play. These bicycles are supposed to help you in mobilisation people for government programmes. You are the eyes of the president in the villages, use these bicycles for the rightful purpose,” he said.
