Finance Minister launches NLGRB Strategic Plan, Client Charter and Service Delivery Standards
KAMPALA, July 22, 2026 — Finance Minister Henry Musasizi has said the three documents will guide the work of the National Lotteries and Gaming Regulatory Board [NLGRB] over the next five years while strengthening its contribution to government’s agenda of domestic revenue mobilisation, digital transformation, public accountability and socio-economic transformation.
The Minister noted that the Strategic Plan, Client Charter and Service Delivery Standards are aligned with Uganda’s Vision 2040, the Fourth National Development Plan and the Government’s Tenfold Growth Strategy.
Musasizi while engaging NLGRB board and management in Kampala on Monday said the three documents represent more than policy instruments, describing them as a commitment to accountability, innovation, responsible gaming and national development.
“The gaming industry continues to play an increasingly important role in Uganda’s economy. Through effective regulation, enhanced compliance, technological innovation and stronger supervision, the sector has expanded its contribution to Government revenue, employment and investment,” the Minister said.
Musasizi urged NLGRB to prioritise strengthening the National Central Electronic Monitoring System, automating licensing processes, cracking down on illegal gaming activities, promoting responsible gaming practices and ensuring staff remain committed to delivering on the Board’s mandate.
The Deputy Secretary to the Treasury, Patrick Ocailap, challenged the Board and management to focus on implementation, warning that strategic documents would only create impact if translated into action.
“A Strategic Plan without implementation remains a statement of intent. Service Delivery Standards without compliance remain aspirations. A Client Charter without accountability becomes only a public relations document,” Ocailap said.
He urged NLGRB to transform the instruments into daily institutional practices that deliver measurable value to the public.
The Chairperson of the Board, Kenneth Kitariko, said NLGRB remains committed to professionalism, innovation and partnership.
“Through enhanced regulatory compliance and the integration of cutting-edge technologies, we strive to create a fair, transparent and efficient gaming industry that aligns with Uganda’s national priorities,” Kitariko said.
