Constructing roads: Land owners get Shs12bln

LIRA– The government has compensated 2,092 landlords affected by the ongoing construction of Rwenkunyi-Apac-Lira and Apac-Lira-Puranga roads located in northern Uganda.

According to the state minister for works, Musa Ecweru, the Uganda National Roads Authority [UNRA]  already paid landlords Shs12.34 billion as compensation for land given up.

Minister Ecweru and Lango parliamentary group (LPG) legislators were last week touring the progress of the roads; including the Lira-Kamdini stretch measuring 75km.

The secretary Lango Parliamentary group, Dr. Opio Acuti, said the Rwenkunye-Apac road section had 979 people compensated as they were paid Shs 5.7bln in total.  Apac-Lira-Puranga had 1,113 landlords taking a total of Shs 6.64bln as compensation for losing their land to road works.

“On Rwenkunye-Apac section physical progress of the road works were noted to be slow but on Apac-Lira-Puranga, the work is proceeding well with several sections done and rock filling ongoing in seven swamps,” MP Opio said.

The 91km Rwekunye-Apac section was awarded to Sadeem Al Kuwait General Trading & Contracting Company, of Kuwait while the Apac–Lira–Purang’a, measuring 100.1km was awarded to Gulsan Insaat Sanayi Turizm Nakliyat Ve Tecaret A.S. of Turkey.

The project planned to take 36 months is being financed by Islamic Development Bank to the tune of sh735b.

When completed, the roads will facilitate trade and help exploit the agricultural opportunities in the area, Museveni Museveni during the launch.

Minister Ecweru cautioned the firms undertaking the work saying they risk losing the contracts for the roads.

However, the firms raised concern over the delay in compensation of some of the people affected by the progress of upgrading the roads as well as a court injunction stopping quarrying at Ibuje rock.
