APAC, September 16, 2026 — The Chief Administrative Officer [CAO] of Apac district, Emmy Olaboro Ejuku, has been taken to Apac Central Police Station for questioning over alleged mismanagement of government funds.
The CAO was escorted to the station by officers from the State House Anti-Corruption Unit [SHACU] and the police following allegations that he failed to account for civil servants and political leaders who allegedly benefited from government programmes intended to support the district’s peasants.
He was also questioned over his alleged failure to provide adequate information about officers under his supervision.
The development followed an economic monitoring exercise in Apac district led by the Minister of State for Economic Monitoring in the Office of the President and Oyam District Woman Member of Parliament, Santa Alum Ogwang.
During the monitoring exercise, the team raised concerns over the alleged misuse and diversion of funds under programmes including the Parish Development Model [PDM] and the restocking programme.
In Awila Parish, Akokoro Subcounty, the team reportedly arrested Daniel Oyomo, the Chairperson of Awila Emyooga Carpentry SACCO in Maruzi South, after he allegedly failed to account for Shs 30 million provided to the group.
In Chegere Subcounty, the team also raised concerns over alleged conflicts of interest involving local government officials. Bongo Richard, a sub-county chief, was reportedly listed as a beneficiary of Shs10 million under the restocking programme.
His wife, Apwoyo Gladi, a Parish Chief in Amun parish, Akokoro Subcounty, allegedly received Shs 1 million under PDM. The two officials were reportedly unavailable when the monitoring team visited their respective offices.
Despite the reported irregularities, the team also identified beneficiaries who had used government support productively.
In Atigolwok parish, Chegere Subcounty, the team visited a household where a beneficiary had invested the funds in poultry, goat rearing and crop production, including coffee and banana growing.
Speaking to journalists in Apac on September 14, 2026, Minister Alum Ogwang expressed disappointment over what she described as the widespread abuse of government wealth-creation funds.
She said civil servants, security personnel, technical officers and political leaders entrusted with supervising the programmes had allegedly benefited from the same funds.
“All these civil servants and political leaders who have benefited from this money must pay it back. The law must take its course and they must be arrested and held accountable for the money,” she said.
The minister directed officers from the SHACU, the police and other relevant authorities to investigate cases where evidence of misuse had been established and recover any public funds found to have been misappropriated.
Apac District Woman Member of Parliament, Betty Engola, welcomed the monitoring exercise and called for action against individuals found to have diverted government funds.
She also questioned discrepancies between the funds reportedly released by the government and the amounts allegedly received by beneficiaries. According to her, some PDM beneficiaries received less than the expected Shs 1 million.
“Money is money; you cannot play around with it. We are looking at steady progress. The culprits must be brought to book,” she said.
The Apac Resident District Commissioner, Andrew Onyuk, said efforts were under way to recover some of the funds.
He said an individual identified as Patrick had paid Shs 3 million at his office the previous Friday and was expected to make an additional payment.
Lawrence Okello, the NRM mobiliser for Apac district, alleged that corruption in the district was linked to the CAO’s office and collusion with parish chiefs.
He called for a deeper investigation into the allegations.
Geoffrey Ocen, a resident of Awila in Akokoro Subcounty, also alleged that the CAO’s office and sub-county chiefs were aware of corruption in the restocking programme.
The allegations have not yet been tested in court, and those implicated are presumed innocent until proven guilty.
