Zombo district approves Shs 41.5bln budget for FY2026/27

ZOMBO, May 10, 2026 — Zombo District Council has approved a budget of Shs 41,589,259,687 for the 2026/27 financial year during a council meeting held on Wednesday.
The theme of this year’s budget is: “Full monetisation of Uganda’s economy through commercial agriculture, industrialisation, service expansion, digital transformation and market access.”
While presenting the budget, the District Secretary for Finance, Planning and Administration, Ongom V. Mustapha, said the resources would be realised through locally raised revenue, discretionary central government transfers, conditional government transfers, other government transfers and external financing.
The education sector received the largest share of the budget, amounting to Shs 18,860,095,566. The funds are earmarked for salaries of primary and secondary school teachers, district-based staff and tutors, as well as the construction of classrooms with offices and stores, and VIP latrines in selected schools across the district.
The health sector was allocated Shs 7,203,302,483 to cater for medical workers’ salaries and Phase IV construction of Mundhel Health Centre III in Mundhel Parish, Nyapea Sub-county. The funds will also facilitate the construction of four staff housing units and a four-stance pit latrine at Jangokoro Health Centre III and Alangi Health Centre III, in addition to the procurement of three motorcycles for the Health Department.
The Administration Department was allocated Shs 6,986,794,147 for coordinating and managing departmental activities, including transfers to lower local governments, payment of salaries, pensions and gratuity, as well as construction of Warr Town Council headquarters offices.
The Roads and Engineering Department received Shs 2,193,371,782, mainly designated for mechanical imprest to support maintenance of road equipment and departmental vehicles.
Several key district and lower local government roads have been prioritised for mechanised maintenance. These include Pakadha–Awasi Road [6km], Padea–Owenjo Road [4km], Ayuda–Padea Road [14km], Songoli–Alangi Road [5km], Lorr–Ngele–Athuda Road [9km], Atyak–Nyandima Road [12km], Ajei–Konangwen Road [8km], Zombo–Warr Road [11km] and Fada–Ukemo Road [8km].
The Production Department was allocated Shs 2,576,834,780 for staff salaries, implementation of the Parish Development Model, payment of Parish Chiefs’ allowances, and establishment and maintenance of micro-scale irrigation projects.
Other sectors, including council and statutory bodies, will share the remaining portion of the budget.
Seconding the motion for approval of the budget, Warr Sub-county councillor Ucuna Denis called for equitable distribution of resources across the district.
Meanwhile, District Council Speaker Hassan Ringtho urged technocrats to implement the work plan promptly once resources become available, emphasising transparency, accountability and effective service delivery.
Zombo District LCV Chairperson James Uyullu Uruna expressed optimism that the budget would improve service delivery and raise the standard of living of local residents.
Resident District Commissioner [RDC] Festus Ayikobua urged technocrats to work closely with the councillors to ensure communities access better services, stressing the need for coordination among departments.
