Over 4,900 households in Hoima City benefit from PDM
HOIMA CITY, March 26, 2026 — At least 4,905 households in Hoima City have benefited from the Parish Development Model [PDM], in a boost to government efforts to transition communities from subsistence farming to the money economy.
Hoima City Resident Commissioner Baduru Mugabi said the oil city has made steady progress under the programme, which was launched in February 2022 by President Yoweri Museveni to uplift 3.5 million households across Uganda.
Mugabi noted that all the city’s 16 parishes have collectively received Shs 5.6 billion under the PDM, with each beneficiary accessing Shs 1 million in the form of a soft loan to invest in selected income-generating enterprises such as piggery, poultry keeping, fruit growing, coffee and dairy farming.
He said many beneficiaries who have utilised the funds as intended are already earning income and improving their household livelihoods.
“At the inception of the programme, beneficiaries complained about not receiving the full Shs 1 million due to bank charges of Shs 4,000. However, with guidance from our President [Museveni], we harmonised with banks, and beneficiaries now receive the full amount,” Mugabi said.
He added that Hoima City has also benefited from the Emyooga programme, with 36 Emyooga Savings and Credit Cooperative Organisations [Emyooga SACCOs] and 9,125 members receiving a total of Shs 1.5 billion in government support aimed at wealth and job creation.
“In the first phase, the city [Hoima] received Shs 1.2 billion. Recently, government, through the Microfinance Support Centre, provided an additional Shs 20 million to each active SACCO. This has increased the total seed capital for Hoima City to Shs 1.5 billion,” he said.
Mugabi made the remarks during a recent stakeholders’ meeting convened to assess the progress of government programmes and strengthen coordination among political, technical and security leaders in the area.
Martha Asiimwe, Head RDC Secretariat in the Office of the President, urged the leaders at the meeting to intensify mobilisation efforts and encourage communities to embrace government poverty eradication initiatives.
