Upgrade of Shs 263bln oil road commissioned in Kikuube district

KIKUUBE, April 8, 2025 – Residents and leaders of Kikuube district are celebrating after the government commissioned works to upgrade the Kabwoya-Buhuka road, which has been in a poor condition for decades.
The 43-kilometre road upgrade, from murram to tarmac, was commissioned in Kyangwali Sub-county by Prime Minister Robinah Nabbanja on behalf of President Yoweri Museveni on Thursday.
The road, which connects Kabwoya and Kyangwali sub-counties in Kikuube district, is one of the critical oil roads that the government has long promised to improve.
It links to a 10-kilometre tarmacked road from Buhuka to Kingfisher, leading to the Kingfisher oil field in Buhuka parish along the shores of Lake Albert. The project, funded by the Government of Uganda at a cost of Shs 263 billion, will be implemented by China Railway Seventh Group [CRSG].
In his written message, delivered by Nabbanja, President Museveni highlighted several infrastructural projects implemented in the oil-rich Bunyoro Subregion, including tarmacked oil roads, electricity, Hoima Stadium, and Kabalega International Airport, with plans to construct a refinery as well.
Museveni urged the locals in Bunyoro to engage in commercial farming to produce enough food to supply the workers in the region’s oil and gas sector.
“The Government has implemented a number of infrastructural projects, including oil roads, electricity, Hoima Stadium, and Kabalega International Airport, which must be translated into jobs and wealth for households to ensure these developments are meaningful,” Museveni said.
The President also encouraged all Ugandans to venture into sectors like agro-industrialisation, information and communications technology [ICT], and services to create wealth and jobs.
“I want to urge all households in Uganda to select an economic enterprise in the four sectors of commercial agriculture, industry, ICT, and services that will enable them to become creators of wealth and jobs,” he added.
Engineer Alfred Ogeth, from the Ministry of Works and Transport, stated that the Kabwoya-Buhuka road will connect to the Kingfisher Road, boosting the oil and gas sector, tourism, and trade in the area.
“The Kabwoya-Buhuka road will connect to Kingfisher, one of the key oil exploration sites, making it an important link for oil and gas. The project will also harness the country’s potential for growth opportunities in the transportation of oil and gas, agriculture, trade, and tourism,” Ogeth said.
Peter Banura, the District Chairperson of Kikuube, commended the government for prioritising the construction of the road, adding that it was long overdue.
He called on the contractor to consider environmental protection while implementing the project.
“I want to call upon the contractor to consider environmental protection, as we have the Bugoma Central Forest Reserve along the road to be worked on,” Banura said.
Residents and drivers who use the road expressed their excitement over the construction project.
Denis Kirya, a driver who uses the road from Kyangwali Sub-county to Hoima City, said the potholed road had been affecting the transport business, contributing to accidents. He noted that tarmacking the road would be a big relief for both drivers and residents, as it would now be more accessible.
John Murungi, a resident of Rwensabya village in Kyangwali Sub-county, Kikuube district, thanked the government for funding the construction of the road, expressing hope that the days of suffering on the nearly impassable road would soon be over.
Francis Twesige Mukoto, the Kabwoya Sub-county LCIII Chairperson, urged the contractor to also tarmac the smaller roads leading to institutions such as schools and churches, as well as to install security lights in Kabwoya Trading Centre and Wairagza.
