SIRONKO: The chief administrative officer of Sironko district, Luke Lokuda said 12 parishes in the district have not received funds under the Parish Development Model [PDM].
The PDM, which mainly focuses on commercial production at the parish level, was launched by President Yoweri Museveni in February 2022, with the aim of moving 3.5 million households still in subsistence economy to money at least within five years, beginning with the financial year 2022/ 2023.
In a letter dated June 7, 2023, and addressed to the permanent secretary in the Finance ministry, Lokuda said: “Apart from the initial Shs 8 million that we disbursed to all SACCOs in June 2022, the 12 PDM SACCOs have not received any other funds despite correction of some errors.”
He added: “The PDM Saccos are worried that they may not receive the expected Shs100 million because the end of the financial year is fast approaching.”
Some of the affected PDM SACCO include: Bumahaga Bukiyi, Buwangolo Namugabbwe, Lyamusabasa Bubeza among others.
The government has committed to providing over Shs 1 trillion every financial year to the PDM so that the beneficiaries can engage in enterprises such as: coffee growing, fruit growing, fish farming, dairy farming, poultry keeping, and beekeeping, among others.
“The purpose of this letter is to inform you that the 12 PDM SACCOs have not received what is due to them. Fortunately, your office is aware of this,” the letter reads.
President Yoweri Museveni while recently delivering State of the Nation Address said most PDM SACCOs have already received Shs 50mln of the Shs 100mln supposed to be disbursed to each village as a revolving fund for enterprise groups to use for production.
