RDC Jonga warns Kwania leaders against discrimination as disbursement of PDM cash kicks off

KWANIA– Jacob Jonga, the Kwania deputy resident district commissioner has warned leaders in the district against handpicking people to benefit from the Parish Development Model [PDM] funds.

PDM was launched on Feb 26, 2022, in Kibuku district, Bukedi sub-region, by its chief proponent, President Yoweri Museveni as a government flagship programme geared towards moving 39 percent of Ugandan households still encircled in the subsistence economy to the money economy.

Addressing leaders of Aduku Sub-county on Tuesday, Jonga said that the PDM resources are for all Ugandans in the target groups and warned against the misuse of the much sought-after funds.

“So long as the beneficiary qualifies, please do not discriminate on the account of age, religion, or even party affiliation and tribe, these monies are for all the people of Uganda to come out from poverty and join money economy, specifically, the targeted groups, those households which are completely outside the money economy,” he said.

“For us here in Kwania even when we are giving out goats, we make sure the list is full of UPC, that must stop. They gave out 167 goats last week, but the list was full of UPC, all Ugandans must get services without party affiliation,” Jonga added.

Gregory Adupa, Aduku Sub-county LCV councilor warned SACCO leaders against tampering with PDM funds, saying that there will be gross consequences.

“Please do not burn your fingers by tampering with resources for the Parish Development Model,” he said, adding that those that have tried to “short circuit PDM resources will tell you it Is not palatable”.

According to Catharine Akello, the Kwania district principal commercial officer, disbursement of the PDM Fund to all the 49 registered PDM SACCOs in the district will be done under the Parish Development Model Information System [PDMIS] from the Post Bank branch in Lira.

“The PDMIS system will ensure a smooth and secure way of transferring PDM funds from the saccos that bank with Post Bank and other selected government banks to the accounts of the individual beneficiaries,” she said.
