Private security agencies hold AGM in Kampala

KAMPALA, March 19, 2025 — Grace Matsiko has been re-elected as the Chairman of the Association of Uganda Private Security Organisations [TUPSA].
Matsiko was elected at the annual general meeting [AGM] presided over by the Deputy Inspector General of Police, James Ochaya, who lauded the private security agencies for their role in contributing to Uganda’s stability.
Ochaya commended the private security agencies for their role in complementing the efforts of mainstream [government] security agencies, urging them to maintain unity in the fight against crime.
“We recognise the important roles that private security organisations play in maintaining law and order, peace, and security in the country,” Ochaya said while opening the association’s AGM at Kati Kati Restaurant in Kampala.
“This role aligns with the constitutional mandate of the Uganda Police Force, as enshrined in the constitution, to protect lives and property, preserve law and order, prevent and deter crime, and cooperate with civilian authorities and other security organs,” he added.
Ochaya reaffirmed the Uganda Police Force’s commitment to collaborating with the private security sector to ensure peace and stability across the country.
“We are committed to working with the association to enhance the effectiveness of private security organisations. While we acknowledge the challenges and shortcomings faced by some companies, we also recognize that the operational environment is improving, as evidenced by the growing demand for your services in line with the country’s improving economy,” he said.
Matsiko, a media guru, will serve another six years as Chairman of TUPSA, which consists of 426 security agencies nationwide.
The association’s Executive Secretary, Sam Wairagala, appealed to the government to revise the multiple taxation regimes that local security agencies face, especially in light of the increasing operational costs.
During the AGM, a business consultant was invited to offer guidance on critical business principles. Albinious Twesigomwe, who is also a disaster risk reduction specialist and a security consultant, emphasized that the successful passage of over five resolutions and the election of a new, vibrant administration marked a significant milestone for TUPSA.
