PDM operation: RDC warns officials against corruption

KUMI, September 2, 2024 – The Kumi Resident District Commissioner [RDC], Ahamada Washaki has warned the Parish Chiefs and leaders of Parish Development Committees [PDCs] to avoid involving themselves in any act of corruption, warning that consequences are unbearable.

Washaki said he has been receiving complaints from locals indicating that some Parish Chiefs and PDC Chairpersons have been stealing PDM funds.

The RDC urged Parish Chiefs who are lagging in the implementation of PDM to double efforts so that the performance of the district in terms of the disbursement of the programme’s funds improves at the national level.

Washaki made the remarks on Friday while meeting the community of Omuranga and Kajamaka parishes respectively, in Kanyum Sub-county.

“Our efforts now are geared at verifying and handling complaints surrounding PDM extortion to ensure a smooth implementation. We have sensitised the community members to be vigilant like James Kejja, a resident who has been reporting cases of extortion and other malpractices, to enable us to respond in time,” Washaki said.

Washaki also addressed the issue of intimidating the would-be beneficiaries of the PDM by those in charge, saying this is illegal.

He said President Yoweri Museveni has laid much emphasis on the successful implementation of government programmes, especially the PDM where he has on several occasions spoken tough against anyone intending to fail the implementation of the programme.

The RDC appealed to extension workers to advise farmers to avoid buying inputs from unscrupulous agro- dealers so that they don’t suffer losses related to fake inputs, including seeds.

The PDM was launched in 2022 to move 3.5 million households from the subsistence to the money economy by providing Shs 1mln to the beneficiaries to engage in income-generating activities in the agricultural value chain, such as piggery, dairy farming, poultry keeping, fish farming, and fruit farming among others.

However, in some parts of the country,  the programme has been marred by cases of corruption, and misuse of the funds by the beneficiaries.
