PDM: Kibuku parish chiefs to be probed over extortion

KIBUKU – The Parish Development Model [PDM] deputy national director, Jovrine Kaliisa Kyomukama has directed the office of Kibuku chief administrative officer to investigate some of the parish chiefs in the district for allegedly squeezing money out of the beneficiaries of the Parish Development Model.

The PDM beneficiaries during a recent meeting with the PDM Secretariat officials at Kibuku district headquarters claimed the parish chiefs were soliciting Shs 10,000 from each member of the group purportedly for the registration of the SACCO.

Following the complaints, Kaliisa ordered the CAO to take action against the parish chiefs. “Government has been coming up with many programmes with the aim of elevating people from poverty but some civil servants have played a big role in failing the programme, which will not be accepted this time,” Kalisa said.

Fred Kirya, a beneficiary alleged that the parish chiefs demand Shs 10,000 before registering their  [SACCOs].

“The members who fail to pay the money are left out. We request the authorities to immediately carry out an investigation into the alleged extortion,” he said.

Kirya said such scandals are tarnishing the government’s image before the general public.

Samuel Okibi, also a PDM beneficiary, urged government to punish officials who violate PDM guidelines.

He said, “Many poor people have been left out in the programmes and the rich are taken since they can’t afford Shs 10,000 to pay parish chiefs before including them.”

Paulo Aliau, the deputy CAO Kibuku district promised to investigate the allegations against the parish chiefs.

“We are going to investigate the matter and any parish chief found guilty will be handled according to the law,” he said.

Eva Kwesiga, the resident district commissioner Kibuku promised to take action against the corrupt parish chiefs.
