GULU-The Parish Development Module [PDM] Secretariat has directed accounting officers and district leaders in all the districts in the country to display names of households and enterprise groups selected before actual funding can begin.
Currently, Uganda Bureau of Statistics [UBOS] is compiling data collected from all the parishes in the country.
In a letter dated July 15, 2022, Ramathan Ggoobi, the Finance Ministry Permanent Secretary and Secretary to the Treasury said Operation Wealth Creation [OWC] would be in charge of verification of the PDM groups and SACCOs among others.
Ggoobi noted key among other things to be considered during the verification include, wealth ranking, subsistence households identified, enterprise groups and PDM SACCOs formed, and whether their formation respected the guidelines including the Cooperative Societies [Amendment] Act, 2020.
Dennis Galabuzi, the National Coordinator of the PDM says before officials of OWC can start verification, all data captured should be verified by the community members before being submitted to the PDF information system.
Galabuzi has urged the Parish Chiefs to display the information and also to be monitored by the Subcounty Chiefs. Concerns or complaints from the communities are to be sent to the Secretariat through the Resident District / City Commissioners.
“Sub County Chiefs through the Parish Chiefs must ensure that displays are done in public places including markets, churches/ mosques among others,” Galabuzi said.
In a recent press conference, UBOS said that there was a need to halt the disbursement of funds under the PDM, saying they are yet to complete the data collection process.
