PDM: Bureaucracy delays funds accessibility in Lango Sub-region

LIRA – Bureaucracy is delaying utilisation of the Parish Development Model [PDM] funds in Lango Sub-region despite the fact that the beneficiaries in the area badly need the money to procure planting materials for the new season.

The regional coordinator in charge of the office of the National Resistance Movement [NRM] chairman, Ceasar Obada told this reporter recently that since February no single PDM SACCOs in the Sub-region has received funds.

Lango sub-region which comprises nine districts including a city and municipality has so far received Shs 19 billion for 582 PDM SACCOs. Each PDM SACCO is supposed to receive Shs 32 million, according to Obada.

The districts in Lango Sub-region include Lira, Apac, Dokolo, Amolatar, Alebtong, Oyam, Kole, Kwania, Lira City, and Apac Municipality.

“Since February no single PDM SACCO hast received the money. The funds have been disbursed into their accounts but they cannot access it,” Obada added.

The Amolatar chief administrative officer, Bruno Nawoya concurred with Obada over the inaccessibility of the PDM funds in Lango Sub-region.

He said his district registered a total of 85 PDM SACCOs and received Shs 2.6bln for the SACCOs.

He said the PDM guidelines have over delayed the process of disbursing the money to the beneficiaries. However, he said the money would soon be disbursed to the beneficiaries.

Under the PDM, government plans to move 3.5 million households still in the subsistence economy to the money economy by spending about Shs 1 trillion every financial year on the programme. The programme is the last mile strategy for service delivery by Government of Uganda for improving incomes and welfare of all Ugandans at the household level.

The programme launched in February, 2022 has the overarching goal of attaining socioeconomic transformation based on improved productivity on households and enterprises at parish level. 10,594 parishes are targeted in the programme.
