KAMPALA, December 16, 2025 — Parliament has been recalled from recess to consider loan requests amounting to about Shs 2.2 trillion and to receive the 2026/27 National Budget Framework Paper [NBFP], signalling the start of the formal budget process for the next financial year.
In a notice issued by the Clerk to Parliament, Adolf Mwesige, Members of Parliament [MPs] were summoned to attend a plenary sitting scheduled for this afternoon. The communication, dated December 12, 2025, was accompanied by the Order Paper detailing the business to be transacted.
Top on the agenda is a motion seeking parliamentary approval for the pre-financing of the design and construction of the Kayunga–Bbaale–Galiraya road, an 87-kilometre stretch to be upgraded from gravel to paved standard.
MPs are expected to consider a motion authorising the government to borrow up to US$162 million [Shs 575.6 billion] from the Korea Export-Import Bank to finance the Makerere University Improvement Project.
In addition, Parliament will debate a proposal allowing the government to borrow up to €385 million [Shs 1.602 trillion] from Rand Merchant Bank [RMB] and other financial institutions to finance government infrastructure and support the National Budget Framework Paper for the period FY 2026/27 to 2030/31. Together, the proposed borrowings bring the total loans before Parliament to Shs 2.177trn.
During the same sitting, the Ministry of Finance is expected to table a proposal seeking a waiver of tax arrears owed by Newplan Limited and to present the Tax Expenditure Report covering the period July to September 2025 under the FY 2025/26.
Currently, most MPs are in the countryside campaigning in a bid to retain their seats on January 15, 2026, which is scheduled for the general elections in Uganda.
