TORORO– A total of 990 LCI and LCII chairpersons from Tororo district and Tororo Municipality have received bicycles, from the government as pledged by President Yoweri Museveni years ago.
Handing over the bicycles to the chairpersons at Tororo district headquarters, the State Minister for Defence and Veterans Affairs, Jacob Oboth Oboth said the bicycles would help the local council leaders to monitor government programmes in their respective areas of jurisdiction.
The minister said the leaders would also use the bicycles to attend meetings and mobilise the community for production to improve their household incomes.
He sensitised the village and parish chairpersons on their roles and urged them not to misuse but utilise the received bicycles for their intended purpose.
He further urged the lower local council leaders to fight theft, especially the stealing of domestic animals and agricultural products by reporting the suspects to police.
Oboth Oboth asked Tororo chief administrative officer to issue stamps to LCIs following the advice from the Ministry of Local Government.
Speaking at the function, the area members of Parliament, Yeri Apollo Ofwono [Tororo Municipality] and his counterpart, Emmanuel Otaala [West Budama South] thanked government for the bicycles and reiterated government’s commitment to improving service delivery at the grassroots.
The resident district commissioner [RDC] Tororo, Nixon Owole urged the chairpersons to take good care of government stores and reminded them of their role of being chief monitors of government programmes at village level.
The RDC who heads the district security committee further warned against the sale of the bicycles by the beneficiaries and reminded them that they are government properties.
However, a section of the chairpersons asked the Uganda Local Government Association [ULGA], which unites all the district LC5 chairpersons in the country, to advocate for the increment in their monthly pay of Shs 10,000, which comes in a lump sum every December.
