NWSC, UBTEB ink MoU for skills development
KAMPALA – National Water and Sewerage Corporation (NWSC) has signed an Memorandum of Understanding (MoU) with Uganda Business and Technical Examinations Board (UBTEB) for skills development of its staff and trainees.
Speaking at the function held at UBTEB offices in Kampala on Friday, Dr. Silver Mugisha, the Managing Director NWSC said, the NWSC–UBTEB collaboration is aimed at enhancing cooperation in strengthening NWSC staff capacity and competence in selected disciplines and trades.
“With this collaboration, we will exploit the unique expertise, discipline and experiences of the two parties in the delivery of capacity building programmes to staff of NWSC,” Mugisha said.
He added that the partnership is in line with the new NWSC Corporate plan (2021- 2024) objectives.
“Skilling and workforce development is one of our strategic priority areas under our corporate plan in line with the National Development Plan III (NDPIII). And as NWSC, Staff capacity building initiatives are paramount for excellent service delivery,” Mugisha explained.
Dr. Rose Kaggwa, the Director Business and Scientific Services at NWSC said the MoU will immensely contribute towards implementing the Skilling Uganda Strategy (2012–2022) and the Technical Vocational Education Training (TVET) Policy (2019) by promoting demand driven competence-based training, relevant for the labour market by the industry and assessment body.
Kaggwa added that NWSC has training hubs and desires to have these centres recognized as UBTEB accredited assessment and training centres to ease the process of staff training and assessment for improved performance.
“UBTEB through close collaboration with NWSC will improve quality and access to the skills training and assessment of its staff through training and certification in the various selected occupations and trades,” Dr. Kaggwa said.
As part of the corporation’s plans to enhance staff productivity and capacity, the corporation has churned out more than 800 graduates from its Vocational Skills Development Facility (VSDF).
The graduates were trained and certified by Directorate of Industrial Training (DIT), in disciplines of customer service, industrial plumbing, electro mechanical repair and maintenance, Workers Practically Acquired Skills (Workers PAS), welding and fabrication technicians, water quality technicians, heavy machine operators, and maintenance technicians among others.
NWSC is working to construct regional training hubs in Kacung-Lira, Bushenyi among others in the pipeline.

Equally, UBTEB officials welcomed the partnership to equip people with skills in different fields of discipline. They promised to extend the MOU further to the board members to cement the relations and further the MOU’s sustainability.
During the same function, Dr Silver Mugisha also said that with the completion of the Katosi Water Treatment Plant, NWSC has raised the supply capacity from 240 million litres to 400 million.
National Water and Sewerage Corporation (NWSC) has said it now has about 100 million litres of surplus water supplied within the Kampala Metropolitan Area.
Currently, Mugisha said, NWSC is producing close to 400 million litres of water per day against demand of close to 300 million litres in the Kampala Metropolitan Area.
He also noted that NWSC is in the process of developing a concept for new cities, which is expected to be funded using at least Shs 300b with half of this which is 50% coming from the government.
The plan, Mugisha said, seeks to generate at least 7m litres of water in the next five years for each new city, which among them include; Mbarara, Masaka, Jinja, Mbale, Gulu, Arua and those in the pipeline such as Hoima, Fort Portal, Soroti, Moroto and Lira.
