KAMPALA, July 26, 2024: President Yoweri Kaguta Museveni has appointed Alex Kakooza as the new Permanent Secretary [PS] for the Ministry of Trade, Industry and Cooperatives [MTIC].

Kakooza fills the vacuum left by the embattled Geraldine Ssali, who was charged in the Anti-Corruption Court days ago over allegations of causing financial loss to government by conspiring with some Members of Parliament to defraud cooperatives of their war loss compensation money.

According to the internal memo to the ministers  and heads of department at MTIC, dated Thursday, July 25, 2024, Alfred Oyo Andima, Undersecretary and Head of Finance and Administration Department in the ministry said: “The Minister has instructed me to invite you for a meeting on Friday, July 26, at 10:00 am in the Ministry’s boardroom.”

The purpose of the meeting is to introduce and welcome Kakooza, the Permanent Secretary to caretake the
MTIC. You are expected to be punctual for the meeting,” Andima stated.

Kakooza, who served as PS in the Ministry of Education and Sports until July 2021, had been transferred to the President’s Office, although he also served as the Principal Private Secretary to the Vice- President.

Ssali faces charges alongside Members of Parliament, Mawanda Micheal Maranga of Igara East Constituency in Bushenyi district, Wamakuyu Ignatius Mudimi of Elgon County in Bulambuli district, Akamba Paul of Busiki County in Namutumba district, and lawyer Kirya Julius of Kirya Company Advocates who were also arraigned before the Anti-Corruption Court and charged . The accused are alleged to have conspired and diverted over Shs 3.4 billion meant for war loss compensation by government to Buyaka Growers Cooperative Society. They are yet to get bail.
