OTUKE – The Otuke County Member of Parliament in Otuke district, Paul Omara has expressed his disappointment over the delayed disbursement of the Parish Development Model [PDM] funds to the poor communities in his district.
Meeting residents of Okwang Sub-county on Monday to popularise the programme aimed at moving 3.5 million households still in the subsistence economy to the money economy, MP Omara noted that people should have received the money long ago in preparation for the first planting season of the year.
He said parliament already appropriated Shs 1.57 trillion for the PDM in all the districts, municipalities, and cities in the country.
The programme mainly emphasises agricultural value-chain development to increase commercial production and financial inclusion among others.
“The first rain is on and the farmers need seeds. What kind of planning is this?” Omara asked after residents alerted him that money had been released to their bank accounts but they are unable to access it.
According to the Office of the National chairperson of the National Resistance Movement [NRM], Lango Sub-region has so far received Shs 19 billion to bankroll 582 PDM SACCOs. Otuke district has 51 PDM SACCOs .
Under PDM, each of the 10, 594 parishes in the country is expected to receive Shs 100 million every financial year to operationalise the Parish Revolving Fund [PRF] as one way of empowering communities to engage in commercial enterprises such as coffee growing, piggery, and poultry keeping among several others.
