Mo Ibrahim Foundation outlines four recommendations ahead of International Conference on Financing for Development in Seville

KAMPALA, June 28, 2025 – – Ahead of the 4th International Conference on Financing for Development [FfD4] taking place next week [Seville, 30 June-3 July], the Mo Ibrahim Foundation has outlined four recommendations to ensure that the summit in Seville advances the reforms needed for Africa to become a critical player in the new global economy.

The recommendations outlined are grounded in the data from the Foundation’s latest research, 2025 Facts & Figures: Financing The Africa We Want, and the outcomes and takeaways of the 2025 Ibrahim Governance Weekend [IGW], which recently concluded in Marrakech.

The new brief from the Foundation makes clear that FfD4 cannot be business as usual for the multilateral system, with the summit taking place against a backdrop of international aid cuts, rising military expenditure and declining trust in the global institutions. Instead, the Foundation suggests that FfD4 is an opportunity to begin implementing the reforms to the multilateral financial system that can ensure it is able to deliver on its founding principles of international financial cooperation once more.

The four recommendations are each supported by a set of specific action points for Seville, as well as supporting takeaways and data, which can be accessed in the full brief. The Foundation’s four main recommendations are:

Align with Africa’s priorities and commitments: Placing African priorities, as set out in Agenda 2063 and elsewhere, at the heart of international cooperation with the continent.

Maximise Africa’s domestic financial resources: Strengthening African countries’ capacities to mobilise and retain their own domestic financial resources.

Adequately monetise Africa’s natural assets: Monetising Africa’s natural assets beyond raw commodities export to ensure value addition and economic growth.

Attract investment in Africa: Creating an enabling environment that attracts private capital, including African capital, on the continent.

The Foundation’s focus will now be on advocating for the adoption of these recommendations.
