GULU-Grace Kwiocwiny, the Minister of State for Northern Uganda has tasked district and sub-county leaders in Northern Uganda to closely monitor the progress of the Parish Development Model [PDM] in their respective areas of leadership.
Kwiocwiny said many times leaders tend to pay limited attention to government development programmes, which she said makes the programmes fail to achieve the intended goals.
Her caution followed a statement by Christopher Opio Ateker, the Gulu district LCV Chairperson who said that several of the technical staff in the district were struggling to work, as district head offices are still being hosted by now Gulu city.
Opio said that as a result of not having their own offices, several of the technical and political leaders struggle to monitor and implement government programmes in the district.
“Our major challenge now is monitoring, by the technical and political leaders in the rural Gulu district. We are yet to get funds to shift to Awach, our new district headquarters.”
According to Opio, the district is incurring extra costs to mobilise, sensitise and monitor several government programmes including the PDM.
“We now have to commute from Gulu City to Gulu district. This means extra financial implications for us the political and technical leaders who mostly reside from within Gulu city,” Opio noted.
Kwiocwiny in her response tasked leaders to visit the parishes, saying that is where the actual implementation of the PDM will take place.
“Many times, when we talk about mindset change, we think it is the community members, but we also need to change as implementers. We need to change our working styles so that the PDM and other government programmes succeed,” Kwiocwiny said.
With the PDM, government aims to help households fight poverty in 10,594 parishes. Each parish in the country is expected to get Shs 100 million per financial year for the next five years.
