Mbale City PDM SACCO Chairperson fired over corruption

MBALE CITY, August 26, 2024 — The Chairperson of Nabuyonga Ward Parish Development Model [PDM] SACCO in Northern City Division in Mbale City has been dismissed from the seat over corruption allegations.

Charles Mwigo was sacked on Friday in a meeting chaired by the Resident City Commissioner [RCC] of Mbale, Asumin Nasike.

Authorities dismissed Mwigo who had just returned from prison following allegations of inconsistencies in managing the PDM beneficiary list and soliciting money from the beneficiaries.

Halima Namubiru, the PDM Focal Person for Mbale City said that Mwigo defied the Presidential directive of making the programme completely free. The programme was launched in February 2022, to fight poverty among the active poor Ugandans.

Meanwhile, it was further discovered Mwigo is a teacher at Yoweri Museveni Primary School. As a civil servant he was illegally heading a PDM SACCO which is against the established guidelines.

RCC Nasike and her deputy in charge of Northern Division, Yahaya Were Yahaya also based on Mwigo’s background and ordered him to resign, and return the Shs 1 million he got from the programme.

The PDM guidelines make civil servants ineligible for the programme that funds enterprises like coffee, dairy faming, banana growing, piggery, and poultry keeping among others.

The RCC further halted all payments pending investigations and verification of the list of beneficiaries.

The SACCO members accused their leadership of being segregative in selecting beneficiaries. They said committee members selected people who are well off instead of the poor who are targeted by the programme meant to move 3.5mln households from the subsistence to the money economy.

However, Mwigo dismissed the allegations of recruiting the well-off into the programme, saying some people formed enterprise groups consisting of only family members, which he said goes against the guidelines of the programme.
