Lack of computer knowledge delays PDM funds disbursement in Alebtong

ALEBTONG, October 10, 2023 – Lack of computer knowledge specifically on data entry is delaying the disbursement of Parish Development Model [PDM] funds to the beneficiaries in some parts of Alebtong district in Northern Uganda.

The Alebtong district LCV chairperson, David Kennedy Odongo revealed the challenge on October 6, 2023, at the launch of road rehabilitation works by the Government Chief Whip, Denis Hamson Obua in Adwir Sub-county.

Responding to the concerns raised by the local leadership in the district on what residents termed as selective disbursement of PDM funds, Odongo said the problem is not with the district but with the parish chiefs who lack computer knowledge.

“We have identified these gaps but most of the parishes whose chiefs are computer compliance had already received the Shs 100 million and are waiting for the second quarter release,” Odongo said.

“We have advised the LCIII chairpersons to be on look out and report immediately whenever they identify the gaps to avoid unnecessary delay,” he added.

Joel Olwa, the LCI of Aberidwogo village in Awei Sub-county had early wanted to know why there has been a delay in the disbursement of PDM funds to the subcounty.

The LC III chairperson of Adwir Sub-county, Paddy Francis Ogwang Abwang said beneficiaries of the PDM are demanding explanation on why there has been a delay in the release of  the funds to them.

President Yoweri Museveni launched the PDM programme in February 2022. Each parish is scheduled to receive Shs 100 million each financial year for five years to enhance commercial production and increase household incomes.

There are 10, 594 parishes in the country and according to the Minister of Finance, Planning and Economic Development, Matia Kasaija, so far government has provided Shs 2.3 trillion under the programme.

Alebtong district received Shs 6.9 billion targeting to benefit 69 parishes with 1,122 enterprise groups.
