Kwania PDM SACCO elects new leadership after three years

The new leadership, elected during the 22nd Annual General Meeting held at Uganda College of Commerce, Aduku, will serve a four-year term

KWANIA, July 23, 2025 — Members of the Teduka Ward Parish Development Model Savings and Credit Cooperative Organisation [PDM SACCO] in Kwania district have elected a new governing board to lead the SACCO’s development over the next four years.

The new leadership, elected during the 22nd Annual General Meeting held at Uganda College of Commerce, Aduku, will serve a four-year term. According to the programme guidelines, they are eligible for re-election at the end of their term.

The newly elected board includes Job Oruru as Chairperson, Thomas Olinga as Vice Chairperson, Martha Akullo as Treasurer, and Denis Opio as Publicity Secretary, all of whom were elected unopposed. Oruru succeeds Mary Akullo Cyril Olomo, the former Chairperson, who is currently facing charges of gross misappropriation and alleged embezzlement of SACCO funds.

Additionally, Caroline Akello, Lucy Atim Acato, Samuel Ogwal, and Geoffrey Oyugi were elected to the Loan Appraisal Committee, while Ojok Felix, Daniel Abak, and Dorine Auma were chosen to serve as auditors and members of the SACCO’s Supervisory Committee.

In his inaugural speech, Chairperson Job Oruru pledged to work closely with what he described as a dynamic team, committed to advancing the interests of the members of the SACCO.

“We aim to foster the growth of this SACCO. I will operate in full alignment with [PDM] guidelines, without discrimination based on politics or religion. Let me assure you that the embezzlement and misuse of government funds, which previously plagued this SACCO, will come to an end,” he said.

Presiding over the elections, Kwania District Commercial Officer Emmanuel Felix Okwanga urged SACCO members to invest in profitable ventures that would boost household income.

Isaac Mwero, Assistant Resident District Commissioner of Kwania, reaffirmed the government’s commitment to disbursing Shs 100 million to every parish annually.

Mwero cautioned beneficiaries against misusing the received funds for personal indulgences such as excessive drinking or marrying additional wives, encouraging them instead to invest in income-generating activities.

“The central government is committed to providing Shs 100 million every year to each ward or parish for five consecutive years, a total of Shs 500 million. Do not waste this money on marrying new wives or alcohol. Instead, focus on impactful projects such as poultry farming and piggery to improve your household income,” he advised.

Members react

Milo Ogwal Peter, a member from Adyeda Trading Centre, expressed enthusiasm about the new leadership.

“I’m excited that we’ve elected new SACCO leaders. They should ensure we each receive the Shs 1 million as directed by the President [Yoweri Museveni], and they must be attentive to our concerns,” she said in an interview on Tuesday.

Samuel Ogwal, another member from Ogobi Cell in Teduka Ward, expressed optimism that the new leadership would mark the end of bribery, corruption, and embezzlement that had previously crippled the SACCO.

Drawing funds from the Parish Revolving Fund [PRF], the SACCO leaders disburse capital to beneficiaries registered in various enterprise groups, including coffee, dairy, piggery, poultry, fish farming, and beekeeping, among others.

Launched in February 2022, the PDM is a Government of Uganda strategy aimed at organising and delivering public and private sector interventions for wealth creation and employment generation at the parish level, the lowest economic planning unit. The programme aims to transition 3.5 million households from subsistence farming into the money economy, with investments focused on the agricultural value chain.
