Kotido Municipality shifts to grassroots vetting as PDM SACCO elections conclude
The transition marks a shift from institutional preparations to direct community-level implementation of the programme across the municipality
KOTIDO, July 30, 2026 — Kotido Municipality has reached a key milestone in implementing the government’s Parish Development Model [PDM], following the conclusion of executive elections and establishment of SACCO governance structures across all its divisions.
With the administrative structures now in place, municipal authorities have shifted their focus to identifying and vetting eligible beneficiaries at community level ahead of the disbursement of PDM funds for the 2025/2026 financial year.
The transition marks a shift from institutional preparations to direct community-level implementation of the programme across the municipality.
Kotido Municipality Commercial Officer and PDM Focal Person Daniel Lowot said the elections had been concluded smoothly, paving the way for community engagement and preparations for fund distribution.
Lowot said the establishment of governance structures in all the SACCOs had enabled the municipality to focus on identifying eligible households.
“We are already done with elections and governance structures are already set for all the SACCOs. We are now in the selection process,” Lowot said.
To promote transparency and ensure an orderly process, the Kotido Municipal Commercial Office has issued a schedule for public beneficiary vetting sessions across the municipality’s wards.
The schedule, issued and stamped on July 20, 2026, provides for public scrutiny sessions from July 27 through August 31, 2026.
The exercise began in Nakaal Ward in South Division and will proceed through West Division, covering Lokore, Rom Rom, Nangayom, Um Um, Mireriae, Logwangaita, Kapisinyang, Nayese and Lochoto wards.
It will then move to North Division, covering Kotyang Central and Kotido Rural, before concluding in Central Division with the Kotido North Ward.
The public vetting sessions will be conducted under the oversight of a multi-sectoral technical team to guard against elite capture, nepotism and financial mismanagement.
The team comprises Commercial Officers, Assistant Town Clerks, Community Development Officers [CDOs], Principal Town Agents, Parish Development Committees [PDCs], Local Council I [LCI] chairpersons and executive leaders of local PDM SACCOs.
The exercise is also being closely monitored by district security and civil authorities.
In a memorandum dated July 20, 2026, Kotido Municipal Town Clerk Lorika Moses directed the Senior Assistant Town Clerk of Kotido North Division to urgently mobilise residents of Kotyang Central Ward for a special PDM community assembly.
The assembly will be chaired by the Kotido Resident District Commissioner [RDC], with the District Internal Security Officer [DISO], Municipal Mayor, Principal Community Development Officer [PCDO] and PDM Focal Person expected to coordinate the exercise.
The leaders will oversee compliance, public accountability and coordination among the different agencies involved in the implementation of the programme.
The PDM is a key pillar of the Ugandan Government’s socio-economic transformation agenda, aimed at moving 39 per cent of the population from subsistence farming into the money economy.
By directing capital to the parish level, the programme seeks to stimulate local production, strengthen household resilience and promote inclusive economic growth.
Municipal authorities have urged residents across all wards to attend the scheduled public meetings and actively participate in the vetting process.
They say community participation and public scrutiny are critical to ensuring that PDM resources reach the intended beneficiaries in Kotido Municipality.
