KIKUUBE– Kikuube district council last week passed over Shs 39.5 billion budget for the financial year 2022/2023, with the hope that it is going to enhance service delivery in the district.
The budget presented to the councilors by Zuria Nyakahara, the Secretary for finance and councilor for Kiziranfumbi town, was passed during a council meeting chaired by the district speaker Chris Nkalu.
According to the budget estimates, administration will take the lion’s share of over Shs 15.4bln, the Health sector will take over Shs 5.8bln, the Education sector will take Shs11bln while the water sector will take over Shs1.1bln.
Nyakahara said the 2022/2023 financial year budget has increased by 9 percent from Shs 36.2bln budgeted in the current financial year 2021/2022.
She noted that the budget increments are due to proposed wage enhancement for health workers and other scientists in the district.
The wage bill is projected at Shs 13.5bln which is 34.1 percent, while the non-wage recurrent expenditure is projected at Shs 7.3bln, which is 5.4 percent of the budget.
She noted that locally raised revenue will amount to Shs 1.5bln representing 3.8 percent of the proposed budget.
Nyakahra added domestic development will be at Shs16.98bln which is 43 percent while external financing is projected at Shs 2.3bln which is 6.6 percent.
She noted that in the financial year 2022/2023, the budget will support the district to recover from the impact of the Covid-19 Pandemic as it re-embarks on the progressive journey of development.
Nyakahara added that this budget would support livelihoods and recovery of businesses without losing focus on development initiatives.
She explained that the district would support the community to scale up production through the Parish Development Model [PDM] to ensure social-economic transformation.
Susan Kabandi, the Buhimba Subcounty councilor and secretary for works and water was excited about the budget, saying that with Shs 1.1bln allocated to the water sector, the district would be able to establish clean water sources for communities.
She noted that the district has been facing the challenge of water crises. She said boreholes and shallow wells will be constructed while other water facilities which got spoiled will be rehabilitated.
Oliver Tumusiime, the Kyangwali Sub-county female district councilor was optimistic that the budget for the next financial year provides funds for the enhancement of service delivery in the district.
Peter Banura, the district Chairperson challenged leaders to leave behind their political differences and bickering and instead put their focus on how they can deliver services to the local communities.
He noted the Shs39.5 budget would only achieve the intended purpose only when the leaders are united with one voice, adding that the increasing conflicts among the district leaders were crippling service delivery.
However, before the councilors could pass the district budget, a motion signed by 15 councilors was tabled before the Clerk to the council, Francis Abitegeka, calling for the censure of three executive committee (DEC) members for allegedly involving themselves in corruption, abuse of office, and forgery.
The targeted councilors are; Vincent Alpha Opio, the district vice Chairperson who doubles as the Kabwoya Lower Councilor, Evase Munguryeke, the secretary for works who also doubles as female Councilor for workers and Nicholas Kiiza, the secretary for production and natural resources who is the male councilor for workers.
The motion was moved by Ruth Kobusinge, the district female councilor for Buhimba Sub-county.
Meanwhile, Parliament days ago passed Shs 48.1 Trillion national budget for the 2022/23 financial year. Emphasis has been put on the PDM, enhancement of salaries for scientists, Human capital development, governance, and security.
