Kazo district registers success in PDM funds disbursement

KAZO, July 28, 2025 –– Kazo District continues to register notable success in the implementation of the Parish Development Model [ PDM ], having successfully completed the second phase of fund disbursement for the 2024/2025 financial year.

According to Aaron Muzahura, District Commercial Officer [DCO], Kazo district, which comprises 51 parishes, received a total of Shs 5,196,900,000 in 2024 under the PDM programme.

“Each parish was allocated Shs 100 million as a Parish Revolving Fund [PRF], amounting to a total of Shs 5.1 billion. Additional funds included Shs 51 million for Parish Development Committees [PDCs], allowances of Shs 1 million per parish, Shs 25.5 million for PDM SACCO administrative costs and logistical support [Shs 500,000 per parish], and Shs 20.4 million for bank charges [Shs 400,000 per parish], making an overall total of Shs 5,196,900,000,” Muzahura noted.

He described the achievement as a major milestone in the government’s ongoing efforts to eradicate household poverty during the first phase of 2025.

“This reflects a 100 percent distribution rate, while the second phase is currently at 75 percent completion, with efforts underway to ensure full rollout.”

Muzahura explained that approximately 70 percent of beneficiaries are utilising the funds effectively, with only minor challenges being reported in the district.

“Often, we are overwhelmed by the high number of applicants in relation to the available funds. Our appeal to the government is to increase funding during the budgeting process if PDM is to be the game changer for most Ugandans,” he said.

Each of the beneficiaries of the programme receives a soft loan of Shs 1 million for investment in the selected enterprises such as; coffee, dairy farming, fish farming, piggery, and poultry keeping, among several other enterprises.

He also stressed the importance of timely repayment, particularly for beneficiaries who received support during the 2022/2023 financial year.

John Baptist Asimwe, the Principal Agricultural Officer and PDM Focal Person, commended the government for its continued support and noted that the Parish Revolving Fund has significantly empowered households to engage in income-generating activities, thereby improving livelihoods.

The Chief Administrative Officer, Badru Mayanja Majwala, praised President Yoweri Kaguta Museveni for initiating the PDM, calling it one of the most effective strategies for eradicating poverty at the household level.

He urged beneficiaries to seek technical guidance to ensure appropriate use of the funds and reminded the public that the PDM programme is built on seven pillars, not solely financial support.

The Resident District Commissioner, Captain Yahaya Kakoza, described the PDM as a “silver bullet” in the fight against poverty.

He observed that the programme has enabled low-income earners to escape the grip of exploitative moneylenders, significantly reducing poverty levels in the district. He appealed to the public to fully embrace the initiative, calling it a well-designed, sustainable solution to long-standing economic challenges.

The PDM is a government strategy aimed at improving incomes and livelihoods at the household level. It’s a multi-sectoral approach that positions the parish as the central unit for planning, budgeting, and delivering development interventions to accelerate socio-economic transformation.

Launched in February 2022, the programme focuses on bringing government services closer to the people, particularly in rural areas, and fostering their participation in the monetised economy through various initiatives like agricultural value chain development, financial inclusion, and infrastructure development.
