Kalungu district officials face disciplinary action over mismanagement of gov’t funds

KALUNGU, April 2, 2025 — The Inspectorate of Government [IG] has directed Rose Nalumansi, the Chief Administrative Officer of Kalungu District Local Government, to take disciplinary action against Hussein Ssembajja, the Senior Assistant Secretary, and Archilles Kiwanuka, the former Senior District Engineer, for alleged gross misconduct and the misappropriation of Shs 18.9 million.

Investigations carried out by the IG have revealed that Lwabenge Sub-county received Shs 21.6 million in the 2023/2024 financial year for the maintenance of community access roads. However, it is alleged that the two officials mismanaged the funds.

A letter dated March 31, 2025, signed by the Deputy Inspector General of Government, Anne Twinomugisha Muhairwe, stated that the two officials received Shs 18,941,000 for the maintenance of the Buwanda-Lwamanyonyi and Burora-Kiteredde roads in Lwabenge Sub-county. The funds were intended for mobilisation meetings and the erection of signposts along these roads. However, the IG says none of these activities were carried out.

The IG’s investigation found that Ssembajja deposited Shs 17 million on 6 December 6, 2023 for fuel for road maintenance at M/s Frexo Oils Uganda Ltd. However, the fuel station only pumped fuel worth Shs 1 million, as confirmed by a receipt issued to Willy Mutebi, a grader operator. According to the IG, this transaction was authorised by Kiwanuka in March 2024, but no work was completed on the roads.

Additionally, Ssembajja is alleged to have received Shs 1.08 million and another Shs 800,000 for the mobilisation of meetings and signposts for the roads, but these activities were also not undertaken.

According to the IG, Kiwanuka and Ssembajja engaged in gross misconduct as defined under Section F-r 7[f] of the Uganda Public Service Standing Orders.

The Uganda Public Service Standing Orders set the rules governing the conduct and operations of public service in Uganda. Misconduct by a public official in Uganda can encompass a wide range of actions or omissions deemed inappropriate or unlawful for a public officer, including but not limited to dishonesty or corruption, negligence or incompetence, disrespect or insubordination, discrimination or harassment, failure to comply with the Standing Orders, and financial irregularities.

However, Twinomugisha has directed Nalumansi to recover the full amount of Shs 18.9 million from Ssembajja and Kiwanuka and to take disciplinary action against them for breaching Section 4.10.1 [1] & [2] of the Code of Conduct and Ethics for the Uganda Public Service.
