MASINDI, April 29, 2026 — Plans to transform Kafu into a major tourist stopover are gathering pace following the completion of a draft feasibility study for the multi-billion project.

The National Planning Authority [NPA] and the Ministry of Finance, Planning and Economic Development [MoFPED], in partnership with Masindi District Local Government, on Friday unveiled the feasibility study report to district stakeholders, marking a significant step forward for the ambitious initiative.

The report, prepared by E. Marriet Uganda Limited, was presented to district leaders, development partners and the media at a meeting held at the district headquarters.

It outlines a modern, integrated tourist facility designed to boost tourism and local economic growth at Kafu Junction, located about 40 kilometres from Masindi Town along the Kampala–Gulu Highway in Kimengo Subcounty, Masindi district.

According to the draft, the proposed Kafu Tourist Stopover Centre will feature a motel, a tourist museum, a fuel station, a monument honouring Omukama Kabalega, a tourist information centre, a restaurant, parking space, a children’s play area, a mini taxi park, landscaped green spaces and upgraded market stalls.

Masindi Chief Administrative Officer Samuel Ruhweza Kaija highlighted the project’s national significance, noting that Masindi was among only two districts whose tourism proposals were approved by the central government after a rigorous evaluation process.

“Once the feasibility study is approved, the Ministry of Finance, Planning and Economic Development will proceed to advertise the project under a Public-Private Partnership [PPP] arrangement to attract investors,” Ruhweza explained.

He said this approach would enable the development of a high-quality facility capable of generating significant revenue for the district.

The proposed site covers approximately four acres, where the study was conducted.

District Tourism Officer Riita Karungi traced the project’s origin to a concept paper she developed and presented to district authorities.

She noted that the concept paper was later submitted to MOFPED and NPA which supported its progression to the feasibility stage.

Masindi district LCV Chairperson Cosmas Byaruhanga welcomed the progress, describing it as the realisation of a long-held vision to turn Kafu into a strategic tourism hub.

He commended the district council and technical team for consistently following up on the project and endorsed the PPP approach, noting that the development will enhance Masindi’s visibility on the global tourism map.

“This is going to unlock many opportunities for Masindi, and I am optimistic that our district will not remain the same,” he said, calling upon stakeholders to welcome and embrace the project.

Buruli County Member of Parliament Aled Ronald Akugizibwe urged stakeholders to fully support the initiative and ensure long-term planning that positions Masindi as a competitive tourism destination.

He also called on district authorities to consider expanding the project land beyond the current four acres to accommodate small-scale businesses and future growth.

Once completed, the Kafu Tourist Stopover Centre is expected to become a key gateway facility, enhancing the traveller experience and promoting tourism in the region.

Kafu Junction, near River Kafu, is a major strategic intersection on the Kampala–Gulu Highway in Masindi district, linking Kampala, Masindi and Gulu. It also serves as a key entry point to both Masindi and Buliisa districts.
