Kabarole district approves Shs 27.7bln budget for next financial year
KABAROLE – Kabarole district council has approved a budget of Shs 27.7 billion for the financial year 2022/23, with education taking the biggest share of Shs 8.5bln.
The education sector is closely followed by the health with Shs 7bln while administration is to take Shs 6.4 bln.
Other sector allocations include finance with Shs 301.7mln, statutory bodies Shs 640.6mln, production and marketing with Shs 1.6bln, roads and engineering Shs 996.8mln
Water Shs924.2mln, natural resources Shs 305.5mln, community-based services Shs 389mln, planning Shs 95.2mln, internal audit Shs 87.3mln, and trade Shs 118.3mln.
According to the budget estimates, 74.6 percent of the funds are expected to come from conditional government transfers while only 2.7 percent is expected to come from the locally raised revenue.
The Kabarole district chairperson LCV Richard Rwabuhinga said as council, they have always allocated the lion’s share to education and health as there is a lot to be done in the two sectors.
Rwabuhinga however noted that as a district, they have been facing the challenge of following up projects whose contracts were awarded by the central government. He appealed to the central government to decentralise the system for easy monitoring of government projects.
He said this is not the only challenge but also the issue of budget cuts, which he said, is hindering service delivery.
Kabarole Resident District Commissioner [RDC] Festus Bandeeba appealed to district councilors to embrace Parish Development Model [PDM] and sensitise the masses about it.
“For this PDM programme to be successful, it requires collective efforts and as councilors we expect you to do something for the good of all of us,” Bandeeba said.
He said people misunderstand government programmes and that in most cases, they end up failing. He urged people not to politicise the PDM, but rather embrace it.
Parliament has already passed Shs 48.1trn national budget for the financial year 2022/23 with emphasis on the PDM, enhancement of salaries for scientists, Human capital development, governance, and security.
The theme for the next budget is ‘Full Monetization of the Ugandan Economy through Commercial Agriculture, Industrialization, Expanding and Broadening services and Digital Transformation and Market Access’.
The next financial year kicks off on July 1, 2022, two weeks after the reading of the national budget on June 14, 2022. The best-performing central and local government agencies will be recognised with service excellence awards.
