FORT PORTAL – The Inspectorate of Government [IG] has arrested and charged top officials of Uganda Technical College, Kichwamba over abuse of office.
According to the IG spokesperson, Ali Munira, the officials are the institution’s principal, Silver Mukwasibwe, and his deputy Joseph Nyakojo.
Munira however noted that the college accountant, Grace Tibanagwa, was charged but not arrested.
She said the officials were arrested from Nakawa Vocational Training Centre in Kampala where they were attending a workshop and were taken to the central police station in Kampala.
“The accused were … arraigned before the Anti-Corruption court and were granted bail,” Munira said.
According to investigations between July and October 2022, Mukwasibwe irregularly procured goods and services worth Shs 130,659,500 contrary to the provisions in the Public Procurement and Disposal of Public Assets Act.
Mukwasibwe’s act caused UTC Kichwamba a financial loss of Shs 83,424,300 meant for various activities. The IG said his acts were prejudicial to the interests of his employer [government].
“Mukwasibwe was also charged with diversion of public resources. While performing his duties as a principal, UTC Kichwamba, he disposed of Shs 79,825,705 to pay for various activities unrelated to those for which the resources were intended,” a press statement reads in part.
Investigations show that Mukwasibwe and Tibanagwa, between the months of July 2020 and June 2022 while employed as principal and accountant of UTC Kichwamba respectively, paid Shs 233,869,800 to different people who did not do any work for the college.
Mukwasibwe was charged with abuse of office contrary to Section 11 of the Anti-Corruption Act as amended.
Investigations further allege that Nyakojo, the deputy principal academic affairs, research, and innovation at UTC Kichwamba, between November 2021 and September 2022, stole Shs 22 million meant for the college.
