Hoima district budget up by Shs 1.5bln

HOIMA-Hoima district local government leaders and officials are relieved after receiving budget support of about Shs1.5 billion from the central government.

Hoima district council recently approved the money in a supplementary budget for the financial year 2022/2023, which will enable the district to perform better in service delivery.

According to Godfrey Komakech, the Buseruka Sub-county district councilor who doubles as secretary for finance, Hoima district received Shs 1.441bln for conditional wage and Shs 45,424, 200 for Agricultural Cluster Development Project [ACDP].

He said the district had planned for Shs 11, 073,000 towards Primary Leaving Examinations [PLE] operation activities but it received Shs 19, 050,000.

He noted that the over Shs 1bln was not part of their budget and commended the councilors for approving the budget in accordance with section 25[2] of the Public Finance Management [as amended] Act, 2015.

He said the supplementary budget will help the district to improve service delivery, adding that part of the money will be used to pay community facilitators [support staff for extension works under ACDP] who the district had failed to pay due to lack of adequate funds.

Komakech added that the original budget for Hoima district in the financial year 2022-2023 is Shs 36.511bln, which has now been boosted by the received budget support.

Kadiri Kirungi, the Hoima district LCV chairperson appreciated central government for responding positively to the supplementary budget, noting that the district budget has now increased to over Shs 38bln, which he said is a big boost for service delivery.

He said the money would go to fund administration, education, and production departments, adding that due to inadequate funds, the district has not been able to pay salaries to workers, especially scientists.

He noted district would use some of the money to recruit more teachers to address the challenge of inadequate staffing in schools.

Bension Chiche, the Hoima district councilor for Buhanika Sub-county said the money has come at the right time when the district is grappling with inadequate funds to offer services to the people.

He was optimistic that the district was going to pay all the workers, especially science teachers whose salaries were not paid due to inadequate funds.
