Ex-convicts advised to embrace poverty alleviation programmes

LIRA CITY, March 12, 2025 — The police in the Lango Subregion have advised ex-criminals in the area to seek government programmes aimed at alleviating poverty among the people, instead of resorting to stealing.

Some of the programmes designed to reduce poverty in Uganda include the Parish Development Model [PDM], Operation Wealth Creation [OWC], Emyooga, the Youth Livelihood Programme [YLP], the Uganda Women Entrepreneurship Programme [UWEP], and others that are being implemented across the country.

The advice to ex-convicts was given by Patrick Jimmy Okema, the North Kyoga Regional Police Spokesperson. Okema’s advice follows the recent killing of an ex-criminal, Ronald Otim, a resident of Anywargiki Village, Iwal Parish, Atongtidi Sub-county in Kwania district.

Otim allegedly killed by a mob for allegedly stealing a mattress and bicycle, among other items.

“It’s alleged that on 10 March 2025, at around 8:00 PM, one Ronald Otim [deceased] was suspected of stealing a bicycle, a mattress, and a metallic box containing money for a SACCO group. He also attacked his father and other family members while threatening them with a panga he was holding. When the family resisted his threats, he turned to stop anyone passing by on the roadside, including three men who are yet to be identified, and threatened to cut them. A scuffle ensued, during which Otim was badly beaten. He said to have collapsed and died instantly, and everyone left the scene of crime,” Okema said.

According to Okema, Otim had served a seven-month prison sentence for theft before his release.

“Preliminary findings indicate the deceased had been in prison and served a seven-month sentence for theft. He was released from prison three weeks ago,” Okema said.

He also called upon the public to refrain from breaking the law through mob justice.

Investigations are still ongoing, and a case file has been registered. A post-mortem is yet to be conducted.
