European Commission explores new financing models for affordable cooperative housing

BRUSSELS, October 26, 2026 – The European Commission is seeking new financing models to unlock large-scale investment in affordable and cooperative housing across Europe, as housing cooperatives and associations continue to face difficulties accessing funding from financial institutions.

The Commission has organised a workshop scheduled for November 5, 2026, in Brussels, Belgium, to explore innovative financing mechanisms that could enable housing cooperatives and associations to mobilise more investment for affordable housing projects.

The workshop will bring together representatives of European Union [EU] institutions, financial institutions, cooperative housing organisations and pilot regions to identify practical solutions to the financing challenges facing the sector.

Discussions will focus on aggregation and financial intermediation models that could help housing cooperatives and associations access funding from major financial institutions, including the European Investment Bank [EIB], the Council of Europe Development Bank [CEB] and national promotional banks.

Participants will also examine financing opportunities available through InvestEU and fi-compass, with particular emphasis on developing sustainable and scalable investment models for cooperative and affordable housing.

Housing cooperatives play a significant role in providing affordable accommodation across Europe. However, many continue to struggle to secure adequate financing because their projects are often too small to meet the minimum lending requirements of major financial institutions.

Their limited balance sheets also constrain their ability to attract substantial investment, making it difficult to expand housing developments and respond effectively to growing demand for affordable accommodation.

The Commission hopes that exploring financing aggregation mechanisms, under which smaller housing projects can be grouped together, will help overcome these barriers and make cooperative housing investments more attractive to institutional lenders.

The workshop will further examine experiences from pilot regions, identify legal and regulatory frameworks that could facilitate investment, and explore ways of strengthening cooperation between housing organisations and financial institutions.

Particular attention will be given to developing financing solutions that can be replicated across different European markets, potentially enabling housing cooperatives to expand their operations and increase the supply of affordable homes.

The initiative forms part of broader efforts to address financing constraints in Europe’s affordable housing sector by promoting stronger partnerships between public institutions, development banks and cooperative housing organisations.

Registration for the Brussels workshop remains open until October 30, 2026.
