Electronic Document and Records Management System launched at Finance Ministry

KAMPALA, March 20, 2025 – The Permanent Secretary and Secretary to the Treasury [PSST], Ramathan Ggoobi has launched the Electronic Document and Records Management System [EDRMS] at the Ministry of Finance, Planning and Economic Development [MOFPED] in Kampala.

This system launched early this week is a web-based software application designed for managing all records management processes in an entity, including having access to all files and records depending on the permission given, taking action on all incoming mails, sharing and collaborating on tasks among others.

Launching the system, Ggoobi said it will not only reduce paperwork in the busy Ministry but will also enhance efficiency and allow work continuity regardless of location where the ministry’s officials are.

“This is a bold step towards efficiency, improved service delivery, seamless and quick decision making,” said the PSST, adding that the Ministry was closing a major gap in the document management process.

Ggoobi said this system will be funded across government to improve service delivery and phase out paper records.

Functionality

EDRMS systems are designed to facilitate the creation, usage, search, retrieval, storage, processing, maintenance, transfer, and disposal of records throughout their lifecycle [active, semi-active, and inactive].

Purpose

The primary goal of an EDRMS is to help organizations manage their information effectively, ensuring that documents and records are easily accessible, secure, and compliant with relevant regulations.

Benefits

Improved efficiency: By automating tasks and making documents easier to find, EDRMS can significantly improve operational efficiency.

Enhanced accessibility: EDRMS makes it easier for authoriSed users to access the information they need, when they need it.

Better compliance: EDRMS helps organisations meet regulatory and compliance requirements by providing a robust framework for managing records.

Reduced costs: By streamlining processes and reducing the need for manual tasks, EDRMS can help organisations save money.

More examples

Some examples of organisations that use EDRMS not only include government agencies, but also legal firms, healthcare providers, and financial institutions among others.
