KWANIA, October 1, 2024 – Authorities of Aduku Town Council in Kwania district have given out a total of 13 bicycles to parish councillors to ease their transportation as they monitor various government programmes.
Costing a total of Shs 5.2 million, the bicycles were procured under local revenue and were handed over to the councilors at Aduku Town Council headquarters on Monday.
According to Jasinta Ajwang, Speaker of Aduku Town Council, councillors will now find it easy to mobilise communities so that they participate in government programmes like the Youth Livelihoods Programme [YLP], and Uganda Women Entrepreneurship Programme [UWEP], and several others.
“I noticed that the councillors have problems in reaching out to the communities, and so we have decided to give them the bicycles to ease mobilisation of citizens for government programmes like the YLP and the Parish Development Model [PDM],” she said in an interview with this reporter on Monday.
Town Clerk of Aduku Town Council, Wiliam Owiny also rallied the councilors to use the bicycles given to them to sensitise the communities about the government programmes and revenue mobilisation to improve service delivery.
“Honurable councillors you are better placed in identifying and responding to the needs of local communities that is why we have decided to give you bicycles. I request that you use it to mobilise local revenue and sensitive the population about the government programs,” he said.
Councilors excited
Dorcus Adongo, Teduka Ward Female Councilor said distribution of the bicycles is timely. “Monitoring of several government programmes like the Youth Livelihood Programme, Immunization for All, and the Parish Development Programme had all been hampered by poor transport. Giving out the bicycles is a good gesture from government and is timely,” she said.
Another beneficiary, Tom Ogwal of Teduka Ward welcomed the bicycles with excitement. He said he has been struggling to find transport means to monitor government programs, adding that the bicycle will ease his movement around the community mobilising people to participate in government programmes.
The distribution of bicycles to councillors of Aduku Town Council comes at a time when there is a very low uptake of government programmes, especially the YLP whose funds remain unutilised by the youth.
