Bugisu GISOs directed to supervise PDM

Nasike disclosed that the Office of the President has dispatched teams to evaluate the implementation of the programme.

MBALE, June 21, 2024 – The Gombolola Internal Security Officers [ GISOs ] in Bugisu Sub-region have been tasked to supervise the Parish Development Model [PDM] in their areas.

Asumin Nasike, Mbale District Resident Commissioner who doubles as Acting Resident City Commissioner, Mbale City, urged GISOs to embark on monitoring the PDM implementation to eliminate irregularities such as corruption.

She said several programmes have been initiated by the government to benefit Ugandans, however, some have faced certain hindrances during their implementation.

Nasike made the remarks during a training for GISOs from Manafwa, Mbale City, and Mbale district at Mbale SS on Thursday.

Nasike disclosed that the Office of the President has dispatched teams to evaluate the implementation of the programme, especially the disbursement of the programme’s funds to the  beneficiaries.

She urged local leaders to support these efforts for the programme’s success, adding that the PDM is a strategy aimed at wealth creation, through fighting household poverty.

On his part, Robert Wamai, a GISO attendee, noted they were trained on a new App to track PDM progress.
He called on beneficiaries to provide accurate information to support this initiative.

On February 26, 2022, the PDM was initiated by the President Museveni as a strategy to improve service delivery and alleviate poverty at the grassroots level where the beneficiaries of the programme get Shs 1 million from government through their PDM SACCOs to invest in selected enterprises such as dairy farming, fish farming, coffee growing, piggery, poultry keeping, and banana growing among others.

Seen by the government as a fame changer in the countries development, thew PDM positions the parish  as the epicenter of multi-sectoral community development, planning, implementation, supervision and accountability, with  the parish as the lowest reference unit for planning, budgeting and delivery of interventions to drive socio-economic transformation.

The PDM is the last mile strategy for service delivery by Government of Uganda for improving incomes and welfare of all Ugandans at the household level, the reason it spends over Shs 1 trillion every financial year on it.

The programme is an extension of the whole-of-Government approach to development as envisaged under NDPIII, with the parish as the lowest administrative and operational hub for delivering services closer to the people and hence foster local economic development.

It underlies the spirit of harmonisation of government interventions with every MDAs focusing on; delivering services closer to the people; and measurable results at the parish level in order to ensure transformation of the 3.5 million subsistence households into the money economy. This transformation requires organised, integrated, well-coordinated and results-based efforts.
