KWANIA, September 26, 2025 – At least 15 councillors from Ayabi Town Council in Kwania district have received bicycles to support the monitoring of key government programmes in the area.
The bicycles, which cost a total of Shs 5.6 million, were procured using locally generated revenue and delivered by Muntu Investment Limited, based in Lira City, on Wednesday.
Speaking at the handover ceremony, the Town Clerk, Dorcus Lillian Abwot, stressed that the bicycles are strictly for official use and must not be sold or used for personal purposes. She urged the councillors to use them responsibly to enhance service delivery.
“Use these bicycles effectively to strengthen your council duties, including revenue mobilisation and the monitoring of critical government programmes such as immunisation, the Uganda Women Entrepreneurship Programme [UWEP], the Parish Development Model [PDM], the Youth Livelihood Programme [YLP], and the Lango War Claim Programme,” Abwot said.
John Denis Ebu, Chairperson of Ayabi Town Council, also appealed to councillors to use the bicycles as a tool to educate the public about government initiatives, particularly the PDM.
“These bicycles are for council work. I urge you to use them to raise awareness among our people, especially where money is being extorted in the name of accessing the programme. The PDM is a loan, a revolving fund, not a handout, and people should not pay bribes to benefit from it,” he said.
Alex Pao, Councillor for Ayabi Central Ward, expressed appreciation for the support, pledging to use the bicycle to engage with constituents and monitor service delivery.
“I want to thank the Town Clerk and the Chairperson for their efforts. I have served for 15 years, and this is the first time I’ve received a bicycle from the council. I will use it to monitor programmes and attend council meetings promptly, contributing to the development of Ayabi Town Council,” he said.
Alum Rachael, Female Youth Councillor for Ayabi Town Council, also commended the Town Clerk and the technical team, promising to use the bicycle effectively for the benefit of her community.
