ALEBTONG, June 26, 2025 – – The Government Chief Whip, Denis Hamson Obua, has urged beneficiaries of the Parish Development Model [ PDM ] programme in Alebtong district to invest their funds wisely by selecting profitable and sustainable enterprises.
Speaking to National Resistance Movement [NRM] parish leaders at Baropiro Primary School in Omoro Sub-county recently, Obua, who also serves as the Member of Parliament for Ajuri County, revealed that government has so far disbursed Shs 2.3 billion to the constituency under the PDM and Emyooga programmes, reaching more than 8,000 people.
“Take Shs 1 million from PDM and invest in piggery. Within a year, you will see profits,” he advised, encouraging participants to choose viable ventures such as piggery, poultry, or fish farming.
Under the PDM, each beneficiary receives a soft loan of Shs 1 million to invest in a livelihood project of their choice, with the goal of eradicating household poverty.
Obua noted that pork has a high demand in Uganda, making piggery a particularly promising investment.
He also reiterated government’s continued support through various poverty alleviation initiatives, including Emyooga, the Youth Livelihood Programme, the Uganda Women Entrepreneurship Programme [UWEP], and the Special Grant for Older Persons, all aimed at creating wealth at the household level.
“Poverty is a mindset, but it can be eliminated if we embrace and make proper use of these programmes,” he said.
Reflecting on the Emyooga programme, Obua noted that Ajuri County received Shs 720 million. However, he expressed concern that some groups failed to repay the loans or disbanded without providing accountability.
The PDM, launched in February 2022, is a cornerstone of Uganda’s National Development Plan III [NDP III]. It is designed as a last-mile service delivery mechanism to improve household incomes and welfare by bringing services closer to communities through the parish, the lowest administrative and operational unit.
At its heart, the PDM promotes a harmonised, coordinated, and results-driven approach to transforming subsistence households into active participants in Uganda’s money economy.
