Former ACP Sam Omala passes away at Mulago Hospital

KAMPALA, April 28, 2025 – Friends and relatives are mourning the late Retired Assistant Commissioner of Police [ACP] Sam Omala who passed away at Mulago National Referral Hospital this morning due to cancer-related complications. He had also been receiving treatment at an undisclosed hospital in Nairobi, Kenya.

Omala, who served as the Kampala North Police Operations Commander, retired from the police force in 2020 upon reaching the mandatory retirement age of 60. He is widely remembered in Uganda for leading efforts to quash opposition leader Dr. Kizza Besigye’s “walk-to-work” protests in 2011.

Following his retirement, Omala lived a quiet life until 2023, when he was appointed Deputy CEO of Operations at Arrow Security Systems Limited, a private security firm owned by businessman Captain Mike Mukula.

Mukula announced Omala’s death early today on his X handle. ‘’Arrow security systems LTD with deep sorrow announce the death of our Director Operations and deputy CEO SAM OMALLA (RIP) and retired at the rank of Assistant Inspector General of Police [AIGP].He has just passed on in Mulago hospital at 7 am after a long struggle with cancer.’’

In November last year, Omala’s son, Mutukuvu Devine Omala, revealed that his father had been struggling to speak but had expressed a desire to issue a public apology. Mutukuvu shared that Omala had been battling cancer for some time and was initially taken to Nairobi for treatment.

“We took him to Nairobi when he could still talk and walk. However, he collapsed while there. The doctors said his blood pressure was extremely low,” Mutukuvu said.

After stabilising his condition, Omala requested to return home. “We brought him back in a wheelchair. A few days later, his health worsened, and we rushed him to Mulago Hospital. After several tests, doctors discovered that in addition to cancer, he also had kidney complications,” his son added.
