Kikuube councilor arrested for  assaulting  Minister at PDM meeting

KIKUUBE– Kikuube district councilor for Kyangwali Sub-county, Nestole Tumwesigye was last evening arrested and detained at Kikuube Police Station for attacking the State Minister for Works Fred Byamukama.

This took place during the Parish Development Model [PDM] sensitisation meeting held at  Kikuube district headquarters as he attempted to assault Minister Byamukama after the minister ordered the arrest of parish chiefs for allegedly receiving money from PDM groups.

This was after the Resident District Commissioner Amlan Tumusiime presented to the minister receipts of payment of the money by PDM groups and signed by parish chiefs.

When Minister Byamukama ordered police to arrest the accused the implicated parish chiefs, Tumwesigye, stood up and demanded the minister not to arrest the suspects before giving them a chance to defend themselves.

As the minister insisted that the suspects be taken to the police cells, the councilor told the minister he was risking being beaten.

The minister would then leave the parish chiefs whom he was interrogating and instead asked the councilor to explain why he was against the arrest of the officials. It is from this point that the Minister ordered police to arrest and detain the councilor.

He also ordered police to take the councilor for a medical check-up to ascertain his mental status before producing him to court, accusing the politician of indiscipline and sabotaging a government programme.

The parish chief survived the arrest after the Kikuube district principal assistant secretary Samuel Mugazi apologised to the minister, saying that the collection of the money from the PDM beneficiaries was an oversight.

The minister pardoned the parish chiefs and ordered the district’s CAO to ensure that the money is refunded to the PDM beneficiaries within one week.

“This district has untouchables but it is our mandate as government to touch the untouchables, I have arrested one of the district councilors who wanted to fight. They have their problems in the district and they want to extend them to the Parish Development Model. That is disrespect of the authority,” he said.

Byamukama went ahead and stopped the disbursement of funds to PDM beneficiaries until when irregularities discovered in the district are sorted out. As such, Byamukama ordered the Chief Administrative Officers to write to the banks to hold the Sh17 million which was wired to PDM SACCO accounts.
